Why IQ Option is banned in the USA?

Hi everyone, I am looking for a trading platform that specialised in options trading strategies. I found IQ option, but sadly it looks like they're not legal in the USA. Does anyone know why?

In the United States, binary options trading may be legal, but it is regulated differently than in other countries. That's because binary options are governed by the US Commodity Futures Trading Commission (CFTC), which regulates them like gambling.
Because the CFTC does not license brokers outside of the United States, US traders cannot use them.
