I know that I can use Paypal to transfer crypto from one account or wallet to another, but will it let me withdraw the coins as well?

PayPal does not allow you to withdraw Bitcoin. They can, however, be used to transfer cryptocurrency from one account or wallet to another.
PayPal has announced that it will be allowing users to withdraw cryptocurrencies to third-party wallets. For now, the withdrawal option only applies to Venmo, PayPal's PayPal payments service. This means that you can't use your Bitcoin account to transfer cryptocurrency directly to another wallet.
There are other ways of moving funds from PayPal accounts, though. You can either use a PayPal debit card or transfer the money to your bank account.
Several third-party services allow you to trade cryptocurrencies.
If you want to use PayPal to buy Bitcoin, you will need to find a Bitcoin seller that accepts PayPal as a payment method. While this may prove to be a more difficult task, it is also worth noting that PayPal's transaction fees are less than those associated with credit card payments.
