You can't buy stock with a broker when you have funds, and the price is rising is because the broker may have temporarily halted trading in the stock. The same may happen when a stock is falling, and you want to short it.

Why Brokers Halt Trading in Stocks

Brokers Get Flooded

This happens because sometimes brokers are flooded with buy orders on a stock that they cannot execute fast enough due to the volume of orders and how quickly the stock is rising and falling.

Sudden Stock Spikes

In some cases, when a stock suddenly spikes higher, the exchange operator might halt trading in the stock for a period of time, usually 15 minutes, to allow brokers to settle the outstanding orders and wait for the price to stabilize.
